This setup the basic Gradle file needed for the new package, so I can at least run
./gradlew testand./gradlew buildto ensure the code is working. I have already started a bit of transcribing work in this commit and will continue in future PR.To make sure we are not blocking release, this PR is targeting a feature branch for this work, until the changes are fully ready.
